У октобру и новембру 1941. Ужице је постало седиште Врховног штаба НОПОЈ (Народноослободилачки партизански одреди Југославије) и ЦК КПЈ (Централни комитет Комунистичке партије Југославије). У граду су били ЦК СКОЈ-а (Централни комитет Савеза комуниста Југославије), Главни штаб НОПО Србије и други руководећи органи. Доласком Јосипа Броз Тита и ВШ Ужице је постало средиште устаничког покрета за Југославију. Боравак и делатност руководства устанка у Ужицу били су од огромног значаја за дањи развој ослободилачке борбе. На слободном подручју Србије стварају се основни елементи нове државне организације. Народноослободилачки одбор за град Ужице формиран је 26. септембра. Одбор је решавао питања фронта и позадине и деловао као представник народа и као највиши орган политичке власти у граду. У овој згради налазили су се Врховни штаб и руководство ЦК КПЈ, а из ове просторије Јосип Броз Тито је командовао партизанским јединицама. In October and November 1941, Užice became the seat of the Supreme Headquarters of the People's Liberation Partisan Detachments of Yugoslavia (NOP Yugoslavia) and the Central Committee of the Communist Party of Yugoslavia (CPY). The city also hosted the Central Committee of the League of Communist Youth of Yugoslavia (SKOJ), the Main Headquarters of the NOP of Serbia, and other leading governing bodies. With the arrival of Josip Broz Tito and the Supreme Headquarters, Užice became the center of the Yugoslav uprising movement. The presence and activities of the leadership in Užice were of great importance for the further development of the liberation struggle. In the free territory of Serbia, the basic elements of a new state organization began to emerge. The People's Liberation Committee for the City of Užice was established on September 26. The committee dealt with both front-line and rear-line issues and acted as the representative of the people and the highest political authority in the city. This building housed the Supreme Headquarters and the leadership of the CPY Central Committee, and from this very room, Josip Broz Tito commanded the Partisan units.
